The transfer window officially opened on Wednesday - and Norwich City are anticipating a busy summer of activity.
City are targeting between five and seven new recruits this summer before any departures. They have acted quickly to sign Ashley Barnes, Shane Duffy and Jack Stacey on free transfers.
Despite announcing his departure on Tuesday, Webber was instrumental in those deals, travelling to Manchester to secure Barnes and heading to London to finalise agreements with Duffy and Stacey.
He will continue to drive the recruitment strategy this summer, having played a key role in the preparations for the window, which have been long since signed off.
The reality is that Norwich's window will largely consist of free additions, low-cost signings and loan arrivals. A seven-figure fee could occur this summer if the situation allows - but those types of deals will be few and far between and may have to wait until a major sale is complete.
Norwich are also likely to push ahead with their incoming business before selling their prized assets, hoping it'll strengthen their negotiating position with Andrew Omobamidele and Max Aarons expected to depart. Milot Rashica will also leave.
Wagner is keen for Norwich to have the bulk of their incoming business done before the beginning of pre-season in order to maximise his preparations. Webber, in his round of post-season media, put that figure closer to 80pc by the time they fly to Germany on July 11.
City are poised to return to pre-season testing on June 26 and have signed more players than any other side in the division thus far.
The recruitment drive continues and Norwich are hoping to add more creativity to their squad as well as filling the gaps currently vacant in number ten and defensive midfield areas.
But it is likely to be defensive areas where the priority is - Duffy and Stacey have helped plug gaps left by Grant Hanley, who is poised to be sidelined until 2024, and Sam Byram who was among the players released this summer.
With Aarons and Omobamidele expected to depart - Norwich are pushing on with other targets in those areas. Max Johnston is their preferred target at right-back but they face heavy competition to sign the Motherwell full-back.
The 19-year-old views Norwich as a strong option due to the player pathway on offer and is understood to be impressed with the additions of Barnes and Duffy. City did look to be out of the running but a fresh package brought them back into the race.
Johnston is expected to make his final destination in the coming weeks with Norwich pushing hard to convince him they are the best project on offer. It will be pathway and not finances that dictate his next club.
Further up the pitch, Norwich are targeting Tom Ince, who has a relegation release clause at Reading and has previously worked with Wagner at Huddersfield and out of favour Newcastle man Ryan Fraser.
Fraser is a long-term target for City and was discussed as a potential option last summer - only for wages to prove an issue. Whether a compromise can be reached this time around remains to be seen, with several Championship clubs interested in the Scottish international.
He has been frozen out by Eddie Howe at St James' Park and is understood to want to return further south if he departs the club this summer.
Norwich have also been linked with Giresunspor creator Borja Sainz and out of contract Rotherham man Chiedozie Ogbene - both are available for free this summer.
Alongside first-team additions, Norwich are also planning to add to their academy ranks this summer - with Hamilton youngster Gabriel Forsyth set to join the club after a fee was agreed for the 16-year-old.
There are likely to be other signings to join the under-21s this summer, as Norwich continue to show their commitment to developing young players.
As for outgoings, Omobamidele and Aarons are the prime candidates to leave for big money this summer.
Sheffield United have made tentative enquiries for the Irish international whilst interest from abroad persists in the 20-year-old, who is highly regarded across the game.
Nottingham Forest and Leicester were also keen on Omobamidele in January and it looks unlikely that the defender will be a Norwich player come the end of the window in September.
Whether Norwich will be able to attract another bid the size of the one that arrived in January looks doubtful - but Webber has ensured the club drive a hard bargain when it comes to departures.
Aarons' time at City feels like it has reached a natural conclusion with all parties in agreement that a fresh challenge is needed for the 23-year-old this summer.
Roma, under Jose Mourinho, have expressed an interest in him. The ex-Chelsea boss was interested in Aarons during his time at Spurs but elected against formally moving for him.
The Italian side have seen a bid rejected for him in the past.
City's recruitment strategy is likely to be positively impacted by the news from the FA that arrived on Wednesday that the Home Office has approved a change in regulations allowing clubs to sign up to four players outside GBE Criteria - means areas closed off by Brexit will be reopened.
Norwich have enjoyed success in areas such as Germany previously - this provides an opportunity, albeit limited, to return to those markets for talents.
