City striker Ken Aboh then squandered a golden opportunity to put Norwich ahead in the 67th minute after spinning his marker, but goalkeeper Casper was equal to his effort - winning the one versus one tussle.
It was the Canaries who went closest to winning the encounter in normal time when Aboh and Reindorf saw chances in quick succession denied by an excellent double stop by Casper in Burnley's goal.
The fiercely contested encounter went to extra time - where City were first to strike in the 103rd minute.
Highly-rated Finlay Welch, who recently penned his first professional contract at Carrow Road, was fouled in the area, leading the referee to award a penalty. The City captain stepped up and converted - pushing City closer to progressing.

Welch stepped up for Norwich to take the first spot kick, but Casper denied him from 12 yards.
Five penalties were then exchanged successfully before Alex Matos' effort cleared the bar, leaving Burnley needing one more to claim victory.
Both Nathan James and Wane struck the bar whilst Renecke's successful penalty took the shootout to sudden death.
