Grant Hanley (Achilles) is ruled out for months, after undergoing surgery last week. Ben Gibson (hamstring) and Kenny McLean (knee) will not return ahead of the regular league season finale.
Wagner updated on the fitness of both Kieran Dowell and Przemyslaw Placheta earlier this week.
Dowell suffered a knee ligament injury against Birmingham City, and is unlikely to return before Blackpool's final day visit next month.
Placheta (shin) had to cut short a Birmingham season-long loan spell in January but could take part in some first team training sessions from next week.
The City chief did confirm talks are on going with Dowell's representatives over potentially following Onel Hernandez in signing a new Carrow Road deal.
Dowell is another of a clutch of senior players out of contract at the end of the current season.
